SALISBURY, N.C. — Livingstone College has announced the appointment of Rashanda L. Lowery, J.D., as its new Vice President for Student Affairs, bringing to the institution more than two decades of distinguished leadership in higher education and student development. The appointment reflects the College's continued commitment to strengthening student support services while advancing its mission of preparing graduates to lead lives of purpose and service.
Lowery joins Livingstone College after serving as Executive Director of Student Activities and Campus Involvement at North Carolina Agricultural and Technical State University, where she provided strategic leadership for student engagement initiatives, campus programming, risk management, and large-scale institutional events. In that role, she worked collaboratively with university leadership to enhance the student experience while supporting campus safety, governance, and institutional excellence.
Prior to her leadership in student engagement, Lowery spent more than a decade in the Office of General Counsel at North Carolina A&T, where she directed administrative operations, supported executive leadership and the University's Board of Trustees, and managed matters related to Title IX investigations, campus safety, compliance, policy development, and organizational governance. Her legal background and administrative experience have made her a respected voice in higher education leadership and student advocacy.
As Vice President for Student Affairs, Lowery will oversee the College's student affairs division, providing strategic direction for programs that promote student engagement, leadership development, wellness, campus life, and overall student success. She will partner closely with faculty, staff, and campus leaders to ensure Livingstone students receive the support necessary to thrive academically, personally, and professionally.
A graduate of North Carolina Central University, Lowery earned both a Bachelor of Arts in Political Science and a Juris Doctor from the university's School of Law. Throughout her career, she has been recognized for building collaborative relationships, leading strategic initiatives, managing multimillion-dollar budgets, and fostering inclusive learning environments where students can flourish.
Her appointment comes during a period of significant momentum for Livingstone College under the leadership of President Dr. Anthony J. Davis. The College has expanded student success initiatives, strengthened campus engagement, increased scholarship opportunities, and launched innovative programs designed to improve retention and graduation rates. Lowery's extensive experience aligns with these institutional priorities and positions the College to continue enhancing the holistic student experience.
